Smith, Assistant Administrator for Human Resources SBA - An Equal Opportunity Employer EMPLOYMENT FACTS SMALL BUSINESS ADMINISTRATION The Small Business Administration (SBA) is a Federal government agency which aids, counsels, assists, and protects the interests of small business in order to preserve free enterprise. Many SBA positions require a background in finance, economics, banking, accounting, business administration or similar fields. This brochure provides information on Federal employment in general and on SBA employment in particular. CAREER FIELDS The SBA offers a wide range of careers. Some of our major occupations are: Economic Development Specialist Business Opportunity Specialist Personnel Specialist Criminal Investigator Loan Specialist Industrial Specialist Contract Specialist Procurement Analyst Clerical and administrative support positions Accountant Auditor Economist Attorney The qualification requirements for these positions are listed in Appendix 1. COMPETITIVE SERVICE GENERAL The majority of SBA's positions are in the competitive service and are subject to employment procedures prescribed by the Office of Personnel Management (OPM), which require that candidates compete for appointment. Competitive eligibility may have been acquired through current or prior Federal service, by scoring sufficiently high on a competitive examination, or by exceptions authorized by OPM, such as certain kinds of service in the Legislative Branch or Canal Zone Service. Competitive examinations given by OPM may be written tests or an evaluation of an individual's experience and education against stated job requirements. Individuals who are now serving on a career or career-conditional appointment in the competitive service have competitive status. Individuals who have served on one of these types of appointments and have since left the Federal government may be eligible for reinstatement, depending upon length of service and whether the individual has veterans preference. If you are not sure if you have competitive status, OPM can make a determination. COMPETITIVE EXAMINATIONS FROM WHICH SBA DRAWS CANDIDATES 1. Administrative Careers with America (GS-5 and 7) The Administrative Careers With America (ACWA) program covers entry-level professional and administrative positions in more than 100 occupations at the GS-5 and GS-7 levels. The ACWA occupational groups are: - Health, Safety, & Environmental - Writing & Public Information - Business, Finance, & Management - Personnel, Administration, & Computer - Benefits Review, Tax & Legal - Law Enforcement & Investigation A seventh group of ACWA occupations includes Archeology, Economics, Social Science, Psychology, International Relations, and others. Agencies contact OPM when they have vacancies. OPM announces the positions and provides lists of top candidates to agencies. There are also two special hiring provisions under the Administrative Careers with America program. a. Under the Outstanding Scholar provision, college graduates with grade point averages of 3.5 or higher on a 4.0 scale, or equivalent, for all undergraduate coursework, or individuals who graduated in the upper 10% of their baccalaureate class or major university subdivision, are not required to take a written test. Eligible individuals should apply directly to Federal agencies for employment. b. Under the Bilingual/Bicultural provision, individuals who meet the minimum qualification requirements for the position and have the required level of Spanish language proficiency and/or required knowledge of Hispanic culture may be appointed to positions in which interaction with the public or job performance would be enhanced by bilingual and/or bicultural skills. 2. Office Automation (OA) (GS-2 through 4) and Clerk-Stenographer (GS-2 through 5) This is a local examination with applications accepted in all OPM Service Centers. The clerical portion of the test is a written examination, and applicants may certify as to their typing and stenographic speed and accuracy. Some other Federal agencies besides OPM have the authority to administer this test. Agencies may directly hire persons who have a Notice of Rating or Notice of Results without requesting a list of eligibles from OPM. In some areas of the country, the testing requirement has been waived and agencies are permitted to directly hire persons who meet the qualification and proficiency requirements for the position (see Appendix 1). 3. Other Examinations The SBA, in some instances, draws candidates from more specialized examinations, such as the General Notice Examination (for positions at GS-4 and above in the Washington, D.C. area); Accountant and Auditor (GS-5 through 12); and Computer Specialist (GS-5 through 12). VETERAN'S PREFERENCE Individuals who have served in the military for over 180 days may be entitled to have five or ten points added to their basic rating. Documentary proof must be submitted in order to receive appropriate veterans preference entitlement. MERIT PROMOTION AND PLACEMENT PROGRAM An agency's merit promotion and placement program provides for the advertisement of available job opportunities. Depending on the type of position and the current labor market, a position may be open to agency employees only; agency employees and other candidates with competitive status; or agency employees, other status candidates and/or persons certified by an OPM Examining Office. WHERE TO OBTAIN INFORMATION ABOUT AVAILABLE POSITIONS 1. CAREERS IN THE OFFICE OF INSPECTOR GENERAL The SBA's Office of Inspector General (OIG) is responsible for preventing and detecting fraud, waste and abuse within SBA programs or by program participants. OIG employees are located in Headquarters and each regional office (see Appendix 2). The two major occupations in the OIG are Criminal Investigator and Auditor and both require extensive travel. There is also a maximum entry age of 35 years for Criminal Investigator positions. The qualification requirements for Criminal Investigator and Auditor positions are listed in Appendix 1. EXCEPTED SERVICE GENERAL Relatively few positions in the Federal government are excepted from competitive service requirements. For these positions, the individual must meet the qualification requirements, but in most cases, there is no formal competition. Some examples of excepted service positions in the SBA are: confidential and policy determining positions; law clerks and attorneys; and temporary positions in the Disaster Area Offices. LAW CLERK AND ATTORNEY POSITIONS Individuals who have earned the first professional law degree (LL.B. or J.D.) but have not yet been admitted to the bar may be appointed as law clerks. Appointments are made at the GS-9 and 11 levels and may not exceed 14 months. Appointees must be admitted to the bar within 14 months or be separated. To be considered for attorney positions, an individual must be a member of a State bar, the bar of the District of Columbia, or the bar of the Commonwealth of Puerto Rico. Appointments are made at the GS-9 through 15 levels. The qualification requirements for Attorney positions are listed in Appendix 1. STUDENT AND SUMMER EMPLOYMENT The following are some of the excepted appointments used by the SBA to hire students. 1. STUDENT CAREER EXPERIENCE PROGRAM This program provides students with career-related employment which enriches their academic experience and allows them to gain valuable work experience in their career field. It covers students pursuing high school diplomas, GEDs, vocational or technical certificates, Associate degrees, Baccalaureate degrees, graduate degrees and professional degrees. Students who successfully complete this program are eligible for non-competitive conversion to career-conditional appointments. 2. STUDENT TEMPORARY EMPLOYMENT PROGRAM This program offers students temporary employment to enable them to earn a salary while continuing their studies. It covers students pursuing high school diplomas, GEDs, vocational or technical certificates, Associate degrees, Baccalaureate degrees, graduate degrees and professional degrees. Work schedules may be full-time or part-time. Appointments under this program may not exceed one year and may be extended in one-year increments as long as the individual is a student. 3. COLLEGE WORK-STUDY This program operates under grants made by the Department of Education and is designed to provide part-time employment to full-time students with demonstrated financial need. College work-study program officials at the school can provide application information. 4. PRESIDENTIAL MANAGEMENT INTERN PROGRAM This is a two-year program which provides the opportunity for graduate students to apply for placement in Presidential Management Intern (PMI) positions. PMI positions begin at the GS-9 level with promotion potential to the GS-12 level. Indi- viduals may be noncompetitively converted to permanent posi- tions upon completion of the program. In some instances, the appointment may be extended one additional year. To be eli- gible, the individual must be a U.S. citizen who has received, or expects to receive during the current academic year, a graduate degree and who has a clear interest in and a com- mitment to a career in the analysis or management of public policies and programs. Candidates must also be nominated to OPM by their school deans and successfully complete a regional screening process. Finalists are determined by the Presidential Management Intern Selection Committee and are referred to agencies. 5. STUDENT VOLUNTEER SERVICE Federal agencies are authorized to accept, on behalf of the United States Government, student volunteer service for the purpose of providing educational experience for the student. These students are not considered Federal employees and are not compensated. Students must be at least 16 years of age, and they may be in high school, trade school, junior college, four-year college or other accredited educational institutions. 6. SUMMER EMPLOYMENT Summer employment begins after May 12th and ends by September 30th. The number of jobs available is small and competition is keen. Contact the SBA personnel offices serving the geographic areas where you are interested in working for vacancy information (See Appendix 2). Filing deadlines for SBA summer jobs are generally in the spring. SPECIAL HIRING PROGRAMS There are special hiring programs which Federal agencies may use to noncompetitively appoint (with no requirement for OPM eligibility or competitive status) veterans and handicapped persons. VETERANS READJUSTMENT APPOINTMENTS Under this hiring authority, certain Vietnam era and post- Vietnam era veterans may be appointed noncompetitively in the Excepted Service to temporary and permanent positions at grades up to and including GS-11. Eligibility for appointment of Vietnam era veterans lasts until December 31, 1995, or for ten years from the date of the veteran's last discharge or release from active duty, whichever is later. Eligibility for post-Vietnam era veterans lasts until December 31, 1999, or for ten years from the date of the veteran's last discharge or release from active duty, whichever is later. VRA appointees with two years of successful performance are converted noncompetitively to career-conditional appointments. TEMPORARY APPOINTMENT OF DISABLED VETERANS A veteran with 30% or more compensable service-connected disabilities may be appointed temporarily to any position in the competitive service for which he or she qualifies. The appointee may later be eligible for conversion to a permanent appointment. SPECIAL APPOINTMENTS FOR THE HANDICAPPED Special appointing authorities have been established for handicapped persons who may have difficulty being hired through the competitive process. Physically handicapped persons may be appointed in the following ways. 1. They may be given temporary appointments not to exceed 700 hours. These appointments allow physically handicapped persons to demonstrate their job readiness to agencies. The individual must meet the minimum qualifications for the position or be certified by the Veterans Administration or a State vocational rehabilitation counselor as capable of performing the duties of the position. 2. They may be given temporary or permanent appointments in the Excepted Service. These appointments provide for modification of job tasks and work environment to accommodate severely physically disabled persons. The individual must have demonstrated his or her abilities under a 700-hour appointment described above, or be certified by a State or Veterans Administration vocational rehabilitation counselor as capable of performing the duties of the position. Individuals serving in these appointments may be noncompetitively converted to competitive appointments after two years of successful performance. Mentally retarded persons may be given temporary or permanent appointments in the Excepted Service. Individuals must be certified by a State or Veterans Administration vocational rehabilitation counselor as capable of performing the duties of the position. Individuals serving in these appointments may be noncompetitively converted to competitive appointments after two years of successful performance. Mentally restored persons may be given temporary 700-hour appointments described above or may be appointed in the Excepted Service. Eligibility for Excepted Service appointments requires that the individual be certified by a State or Veterans Administration vocational rehabilitation counselor as capable of performing the duties of the position. EARNINGS AND BENEFITS SALARIES Salary depends upon the geographic location where the position is located. There are also special salary rates which apply to certain positions in specific geographic areas. BENEFITS Most Federal government employees are eligible for health and life insurance, retirement and thrift savings plan. They earn 13 to 26 days of paid vacation annually, depending on length of service, and 13 days of paid sick leave annually with unlimited accumulation of unused sick leave. In addition to annual and sick leave, Federal government employees are given 10 paid holidays per year. TRAINING On-the-job training and training classes are available for SBA employees. WORK SCHEDULES Full-time employees may elect to work a flexitour, gliding or compressed work schedule. Flexitour is a schedule in which the employee is allowed to choose the time they begin the workday as long as they work 8 hours per day and are present during specific core hours. A gliding schedule is a schedule containing core time on each workday in which an employee works 8 hours each day and may change the arrival time daily as long as it is within the established flexible time band. A compressed schedule is an 80-hour biweekly work requirement which is scheduled for fewer than 10 workdays. Part-time and intermittent work schedules are also available. Superior Academic Achievement: An individual who has completed (or expects to complete within 9 months) all requirements for a bachelor's degree from an accredited college or university may be eligible for positions at the GS-7 level based on grade point average, class standing or national scholastic honor society membership. NOTE: Some positions covered by this standard, including Loan Specialist, Industrial Specialist, Contract Specialist and Procurement Analyst, require specific education and/or experience or written tests.
