Supportive Housing for Persons with Disabilities Section 811 The Department of Housing and Urban Development (HUD) provides funding to expand the supply of supportive housing for persons with disabilities. TYPE OF FINANCING: * Capital advances (bearing no interest) to finance the construction, rehabilitation or acquisition with or without rehabilitation of housing. Repayment of the advance is not required as long as the housing remains available for occupancy by very low-income persons with disabilities for at least 40 years. * Project rental assistance to cover the difference between the HUD-approved operating cost per unit and 30 percent of the resident's adjusted income. ELIGIBLE APPLICANTS: * Nonprofit organizations DEVELOPMENT METHODS: * New construction * Rehabilitation * Acquisition (with or without rehabilitation) of housing including housing from the Resolution Trust Corporation (now under the Federal Deposit Insurance Corporation). TYPES OF HOUSING: A variety of housing options may be developed including: * Group Home: A single family residential structure for three to eight persons; a larger home may be approved, if justified. * Independent Living Facility: A project consisting of at least five (5) individual apartment units. An independent living facility may house no more than 24 persons with disabilities per site, although a larger facility may be approved, if justified. * Condominium/Cooperative Projects: * An independent living facility may be developed for cooperative ownership by the residents. * A project may be developed through the purchase of units in an existing condominium association. ELIGIBLE OCCUPANTS: A person with a disability which is a household comprised of one or more very low- income persons, at least one of whom is 18 years of age or older and has a physical disability, developmental disability, or chronic mental illness which: * is expected to be of long-continued and indefinite duration; * substantially impedes the person's ability to live independently; and, * is of such a nature that such ability could be improved by more suitable housing conditions. SUPPORTIVE SERVICES: * Sponsor must ensure that residents have access to any necessary supportive services which must be funded from non-HUD sources. HOW TO APPLY: * An application for a Section 811 fund reservation is made to the appropriate HUD State or Area Office in response to a Notice of Fund Availability published in the Federal Register (typically in the spring of each year).
